A panel of computer security specialists told a Greensboro crowd on Monday that even newer model voting machines could be reprogrammed.
The News & Record reports the panel was video-broadcasted into an emergency meeting about voter concerns called by the state chapter of the NAACP.
Computer scientist Duncan Buell warned there are flaws in machines that use barcode systems like the ones being considered by Guilford County.
Buell said the barcodes are only as good as what they're programmed to do, and that without a paper ballot showing how people voted, the machines can be unreliable even in a recount.
Most of the other speakers agreed that the only way to protect the accuracy of the vote count is by using paper ballots.
The meeting was also live-streamed to churches in Raleigh, Charlotte, and Fayetteville.
