North Carolina Board of Elections officials say they anticipate roughly 98% of ballots will be included in the unofficial results reported by the end of election day.
Those results won’t include provisional ballots and some absentee ballots which will be counted and uploaded over the next 10 days, as required by law.
During a press conference Tuesday morning, State Board of Elections Executive Director Karen Brinson Bell said those votes could change the outcome of some races.
"We're likely to have some close contests, and so that's why, tomorrow, we'll release a report that tells everyone how many provisional ballots we need to research,” Bell said. “And that may help people to realize we've got a number of provisional ballots that could change the outcome of a very close election. Especially when you get to a contest the size of perhaps a county commissioner race or something of that nature."
Voters may be offered a provisional ballot if they don’t have an acceptable form of a photo ID, but should not be turned away from the polls for that reason.
Bell says those who cast provisional ballots can either fill out an exception form explaining why they cannot show photo ID, or return to their county board of elections office to present a photo ID before 5 p.m. on Nov. 14.
County boards will certify election results for local contests on Nov. 15. For all other contests, the state board will certify final results on Nov. 26.
