With the Olympics coming up next year, the governing body of international track and field is expected to rule tomorrow on whether to suspend Russia from competition because of the country’s doping scandal.

A report this week from the World Anti-Doping Agency accused Russia of a state-sponsored program to give performance-enhancing drugs to its athletes. Russian President Vladimir Putin has ordered his country’s sports officials to carry out a full investigation.
