The head of North Carolina's NAACP disagrees with Gov. Pat McCrory's plan to wait until summer to determine whether to expand Medicaid. The Rev. William Barber said that the governor's decision is a bad excuse not to provide health coverage to more uninsured people.

The Rev. William Barber said Monday that McCrory and legislative leaders keep "stonewalling" on Medicaid expansion.

Barber spoke before what the civil rights group calls a "people's grand jury" at the Legislative Building Monday. Advocates took testimony from citizens and medical experts to make the case that state leaders are violating the state Constitution to fully help the poor and sick.

McCrory said last month he would wait until a U.S. Supreme Court ruling on the federal health care law before announcing his decision. Justices hear oral arguments Wednesday.
