President Obama came into office promising to end the wars in Iraq and Afghanistan, but he’ll leave the White House with thousands of American troops on the ground in those countries. And he’s initiated military action in a handful of other countries.

So which foreign policy legacy will he leave the next president, and which options will that person have to respond to ISIS, for instance?
