The deal with Google lets YouTube distribute out-of-market Sunday afternoon games, which had been on DirecTV since 1994. It's the league's second major commitment to streaming in recent years.

The agency's chairman circulated an order to his fellow commissioners to approve the $48.5 billion merger. He said the move would increase competition in the broadband space.
