Japanese regulators say an underground refrigeration system at the nuclear power plant can be activated. The facility was damaged five years ago, and the ice wall is a year behind schedule.

The town of Naraha, which had 7,400 residents, was evacuated in the wake of a massive earthquake and tsunami in 2011 that triggered the release of radiation at the power plant.

The 30-foot piece of the commercial trawler was found Thursday floating off the Ona beach about 65 northwest of Eugene.
