The FAA and the NTSB are investigating after a Cessna business jet crashed in Riverside County and burst into flames. It's the second deadly crash near the same Riverside County airport within a week.

A UPS delivery driver was among those killed in the crash in Santee, Calif. Two others who were injured were transported to a local hospital.

The plane was a Dutch-built Fokker 100 aircraft operated by Bek Air, which bills itself as Kazakhstan's first low-cost carrier. Officials said the plane's tail hit the runway twice during takeoff.

The planes both carried tourists from the cruise ship Royal Princess on sightseeing trips. Preliminary reports indicate a mid-air collision, the Coast Guard said.

Video showed the Aeroflot flight's rocky emergency landing, as the jet bounced along the runway before its rear portion was engulfed in flames. It's unclear why it turned around shortly after takeoff.

Twenty-two accidents, including 15 plane crashes, weren't investigated during the partial government shutdown. Instead of visiting the site of the crash, examiners might just examine stored wreckage.
