California wildfires

Crews surrounded the San Bernardino County fire Tuesday. Meanwhile, multiple wildfires continue to bedevil crews, including one near a historic estate built by William Randolph Hearst.

Damin Pashilk, 40, is accused of 17 counts of arson in Lake County, Calif., over the past year. The Clayton fire so far has burned more than 4,000 acres and destroyed more than 175 structures.

After more than a week, a 38,000-acre wildfire on the California coast is still growing, and authorities warn it could burn through August even after it is contained.

An animal control agency got a call from the sheriff's department about "a tortoise that was running down the street, and away from the fire zone."

The "Valley Fire" has destroyed 1,050 structures, and despite being 69 percent contained, it is still threatening thousands of other homes.

Years of drought have helped fuel two fast-moving blazes near San Francisco. Jerry Brown said his emergency declaration will speed up the removal of debris caused by the fires.

Nine of the largest fires cover areas of at least 1,000 acres each; a firefighter from Rapid City, S.D., was killed while battling one large blaze in Northern California.
