President Obama is commuting most of Chelsea Manning's sentence. Manning is the army intelligence analyst convicted of leaking material about U.S. military and diplomatic activities through WikiLeaks in 2010.

President Obama has shortened the 35-year prison sentence of Chelsea Manning, the Army private who leaked military secrets to WikiLeaks. Obama also pardoned a general who lied to leak investigators.

Secretary of State-designate Rex Tillerson suggested at his confirmation hearing that a Trump administration would be willing to wage a showdown over China's recent island building in the South China Sea.
