During his annual news conference, Russia's leader also addressed accusations of Kremlin meddling in the U.S. election by saying Democrats "are trying to blame all their failures on external factors."

"These actions, and Canada's parallel actions, protect a sensitive and unique ecosystem that is unlike any other region on earth," the White House said in a statement.

The president also warned Russia, whom U.S. intelligence is accusing of interfering in the presidential election, "We can do stuff to you."

President Obama says there's a need to develop new rules as countries increasingly spy on each other in cyberspace. The U.S. is particularly vulnerable because so much of the economy is digitized.

Here is the president's "corny-copia of dad jokes" (his words) in his final turkey-pardoning of his presidency.

"When your team loses, everybody gets deflated, and it's hard and it's challenging," the president said. "I think it's a healthy thing for the Democratic Party to go through some reflection."
