Governor Roy Cooper says more people now face imminent threat than when Florence, now a tropical storm, was offshore.

Florence is expected to pick up speed and become a hurricane Saturday night. North and South Carolina have declared states of emergency and are urging residents to prepare for the storm.

Gordon brought heavy bands of rain to areas from Panama City, Fla., to New Orleans. When it makes landfall, a storm surge of 3-5 feet is possible for all of coastal Mississippi, forecasters say.

Forecasters are cautioning the public to brace themselves, predicting 14 tropical storms this year. Seven are expected to become hurricanes and three of those are expected to be major hurricanes.

John Livious and his family settled in Houston after being evacuated from New Orleans during Hurricane Katrina. For him, watching the flooding from Harvey is "unbearable, because it's like déjà vu."

It is the fifth named system of the 2017 Atlantic hurricane season, but it is not expected to strengthen.
