Sen. Richard Russell, whose name is on the building, represented Georgia in the Senate for nearly four decades. Russell's legislative accomplishments were many, but his legacy has a darker side.

Douglas Mark Hughes faces up to 9 1/2 years in prison. He was arrested after his April 15 flight from Gettysburg, Pa., to Washington, and has been under house arrest since then.

Douglas Mark Hughes, 61, made his initial appearance in court Thursday. He was released on his own recognizance. He says his flight was a political protest.

The Florida postal worker had told many that he had planned to make the flight to raise awareness about graft and corruption in Congress. He was met by police with their guns drawn.

Police say a gunman was "neutralized" by a self-inflicted wound. No one else was reported to have been hurt in the incident, which occurred during Washington, D.C.'s annual Cherry Blossom festival.
